References to the saying "Set a thief to catch a thief" can be found as far back as 1564. And though it may be a common belief that to catch criminals you must think as they do, credit card issuers have not always followed this advice.

Mail it and they will come

It was common practice in the late 60s for banks to mail out active credit cards to people who had not requested them.  A high percentage of these cards were not used-not by the intended recipient, at least. But, as you might guess, this practice was exploited by criminals to great effect.

Technology takes the lead

If setting a thief to catch a thief is still a time-proven adage, it begs the question: Who is doing the job of thinking like the criminals now?
